State troopers ran "DUI 100" arrest club

A Connecticut state police unit ran a DUI-arrest competition, mishandling evidence and busting drivers whether they were drunk or not, a state probe has found, according to the Hartford Courant:

  • Advised drivers NOT to take a Breathalyzer
  • Turned off their cameras -- only 14 of 500 arrests videotaped
  • Accepted a 2003 award as "DWI enforcement leader" for the region

Worse, the state police internal affairs unit botched this and at least 18 other investigations, the 168-page state report said.
