How crowded are California's prisons?

Two federal judges are thinking about capping California's prison population because of overcrowding concerns. Lawyers argue that overcrowding is so bad that physically and mentally ill prisoners aren't getting appropriate treatment. Thousands of prisoners could be freed early.
