A new Bureau of Justice Statistics study shows that 2.2 million people were behind bars in June 2006 -- an increase of 2.8 percent from 2005. It's an all-time high, ABC News reports. The incarceration rate has gone up about 17 percent since 2000. One reason for the jump? An increase in parole violators going back to prison.
