Can snake-handlers be good foster parents?

Unusual case in Kentucky, where the state won't let a couple be foster parents anymore because they won't promise to stop attending church services that include snake-handling. (Their attorney says they've never taken their kids to those services -- but won't say if they've ever handled snakes themselves.) The couple say their First Amendment rights are being infringed upon.
