They've got a $3,900 grant from the Kansas Department of Revenue to pay for deputy overtime between now and May. So they'll be conducting stings at local liquor stores and will be looking for people who buy booze for the underaged, though I'm not sure how they can run a sting on those folks.

Easy. Sometimes they will actually post an officer in a liquor who poses as an employee.
Other times they will monitor a store from across the street and ID people who they feel may be under age, plus watching for the class "shoulder tappers".

They will bust some people. I work at a liquour store part time and once a week some kids get thrown out of parking lot for asking customers to buy them some booze.

James - I agree with you. Besides catching some kids standing in the parking lot asking people to buy for them (done it before, but pretty freaking stupid), I don't see how you can bust someone buying for someone else.
I also don't understand when you are shopping and they ask for the ID of every single person who touched the bottle of liqour. So if your 28 year old pregnant wife picks the 6 pack up out of the cart and puts it on the conveyor they will card her. If she didn't bring her ID, because she was not driving, wasn't buying alcohol (notice the pregnant part), and frankly didn't need it, then you are not able to purchase the alcohol. After arguing for 5 minutes about the stupidity of their policy I rolled out and stopped at a gas station on the way home.
What I don't understand is they would not do that if it was some 65 year old man and his 9 year old granddaughter who was helping him put groceries up on the belt.
