Fact: FEMA employees are NOT allowed to beat up random people

Golfclub A 74-year-old FEMA contractor is accused of nearly running over a pedestrian in Cedar Rapids and, when the man had the nerve to complain, allegedly smacked him with a golf club so hard the club broke, police say.

Koley stopped the car and jumped out, police said. Kramer told him to slow down and that he was in the cross walk. Koley replied that "he didn't have to slow down, he was with FEMA," police said.
