Report: Driver who killed KS deputy was distracted by cellphone, devices

This is the case of Lt. David K. Dillon, an off-duty Douglas County deputy who was struck and killed while riding a bicycle back in late June. The Kansas Highway Patrol investigated the crash and issued the report, the Journal-World says.
