UPDATED: KCPD has identified the victim from the shooting: Brandon J. Garner, black/male, 7/30/1984, of Raytown, MO. Anyone with information is asked to call the TIPS Hotline at 816.474.8477.
From KCPD: On Monday, August 18, 2008 at about 9:15pm KCMO Police Officers were on an unrelated call in the area of 63rd and Rockhill Road when they heard 10-12 rapid fire gunshots coming from the area of 62nd and Troost. When officers went to investigate they found a man laying in the parking lot of the O'Reilly Auto Parts store located at 6221 Troost; MAST Ambulance was called to the scene and pronounced the man dead from apparent gunshot wounds.
A witness at the scene told officers that he and the victim were employees of the store and had just closed the front doors for the night when a black male dressed in all black clothing started shooting in the parking lot. The man related he ran back inside the business until police arrived shortly thereafter.
The suspect reportedly ran in an eastern direction from the store after the shooting and was not located by police. Anyone with information about this incident is asked to call the TIPS Hotline at 474-TIPS (8477).

No robbery? Sounds like a retaliation hit. What was Mr. Garner caught up in?

G: I ran him through CaseNet-- didn't find anything with his middle name, at least.

Technically, and legally, MAST doesn't "pronounce" anyone dead. Only the coroner can do that. Physicians don't either, at least in Jackson County. The paramedics are tasked with saying that the physical signs of death are present, and without a doubt are they present, but they do not "pronounce" the individual as Dead.
The deputy coroner will respond to the scene and make it official. There are many in the news who make this error, so you are in good company.
