Mom and Dad are 18 and 19, respectively, and they've been given a state-ordered vacation from parenting. (I'm not sure why tape was necessary -- most babies fiercely protect their pacifiers.) Kiddo, who is four weeks old, was also riding around in the back seat without a safety chair. Story is from Michigan.

I guess I could kind of understand the tape (although I certainly don't condone it!). When my son was born, he had trouble keeping his pacifier in his mouth, and my husband and I usually had to hold it there to get him to go to sleep. Still, unsecured four week old in the back seat of a car!? I was scared to death with my son IN the carseat because it didn't recline enough and sometimes his head would fall forward. I can't imagine just laying him there.
I say make that "vacation" permanent. Get that child a good home.
