Robber holds up Platte Valley Bank

Happened about 9:30 today at the Platte Valley Bank at 6324 N.W. Barry Road. Police are looking for a black male, about 6 feet tall, 170 to 180 pounds, medium build. He wore a green hardhat, tan coveralls and safety goggles/glasses. From the FBI:

Suspect walked into the bank and engaged a teller in conversation regarding opening a bank account.  He produced a grocery style bag and told her to fill it.  A second teller approached and he handed her a bag and told her to fill it as well. Suspect departed with an undisclosed amount of money and was seen walking NW through the parking lot.

Is it still a robbery if someone asks for the money but doesn't show a weapon or make a threat?
