Leavenworth PD plans a reorg

They're going to go from eight-hour shifts to 12-hour ones, the Times reports. They're also eliminating the rank of corporal and adding more detectives and sergeants. Meanwhile, it'll be easier for officers to work off-duty security jobs. The changes should happen sometime around January.
