She may have just been trying to save her dogs from being confiscated. These supposed "animal welfare" have been known to trump up charges just to seize animals from breeders. Why aren't any charges being brought? Smells fishy to me...these animals look perfectly healthy in the picture.

They look like they have on registration tags. If the dogs are indeed registered then I'm sure she used her own address and I'm sure they saw she was registering several dogs. Whatever, the dogs look healthy and happy, she's happy. Leave the ole bat alone. Ole folks need love too.

I would hope that if she was a breeder that several things would obtain:
1) The reporter would have included that detail in article.
2) Her business was duly registered with the appropriate authorities and she had appropriate zoning variances for having more than the legally permitted number of animals (for example Mission, KS, where I live limits owners to two dogs and two cats per household).
3) She had sufficient space and facilities for keeping that many animals in a healthy, safe, and humane environment.
4) She was not operating a puppy mill.
However, it appears from the plain reading of the article that none of these were the case. Instead it clearly states that the interior of the car was soaked in urine and covered in feces. It also says that the woman was not charged because she appeared to be incoherent and the SPCA contacted Adult Protective Services regarding the woman.
So it appears that this is most likely a mentally ill woman who needs help, and the dogs were seized properly to protect them from the inhumane and injurious condidtions in which they were being kept.
Sometimes a thing is simply a thing.

Not so fast, jeano. I have it on good authority, the Crazy Cat Lady of Springfield, that one can live comfortably with up to 50 cats in a station wagon.

I hope she is not a breeder. How can a breeder produce healthy puppies or dogs in this condition. With the car soaked with urine and covered in feces with only a pot of water, blankets and waste. No running space for the puppies, no fresh air. But I do hope these puppies are now in a better environment.
I really hope this cute puppies will be adopted by puppy lover family. God bless them all.
