Not everybody's happy about spending stimulus cash on police

The stimulus plan includes about $1 billion to hire 50,000 cops, but critics say the plan -- which is a revival of a Clinton-era program -- doesn't have enough oversight. The original program required local departments to pay 25 percent of salary and benefits for any officer hired with the federal grant. The revived program does away with that rule.
