Case is from Texas, where an 11-year-old girl reportedly ran off to Mexico with her alleged "boyfriend," a 23-year-old guy who plays soccer with her dad. The state, however, refused to issue an Amber Alert because she didn't go unwillingly and wasn't with a stranger.
Authorities say they want to make sure cases comply with the Amber Alert guidelines so that it doesn't get overused and become ineffective.
