From Tony Rizzo: A man with a 1997 murder conviction was sentenced Thursday to life in prison for an August 2008 slaying. Damon L. Simpson, 32, received consecutive sentences of life without parole for first-degree murder and armed criminal action. He was convicted of fatally shooting Stevie D. Green at 72nd Street and College Avenue.

Another man, angered that Green was talking to a woman he had dated, recruited Simpson to kill Green, according to police reports.

He was out because no sane society keeps people locked up forever over any but the most spectacular, Manson-like homocides. The guy was 20 at the time of the first conviction, and probably 18 at the tim of the offense. Chances of a second killing are actually not higher than the population in general -- and we cannot afford the $45K per year to warehouse them.

On the other hand, I guess it is safe to assume that the rehabilitation aspect of this guy's stay with the State was not quite successful, and his future residence should be of a more permanent nature.
