A new bill in Kansas would ticket the owner of a motorcycle or motorized bike if that person let someone under age 18 ride the vehicle without a helmet. There's already a law requiring helmets, but it puts the kid on the hook if they break the law. Officials hope they'll get more compliance -- and reduce injuries -- if adults are held responsible, too.

What do they mean by "let" "allow" or "permit"? Does that mean the person gave permission? Or does it just mean they weren't monitoring the kid's every move, which "allowed" him to do it without permission?
I'd be okay with the first - but not the latter interpretation.
If a minor destroys the property of another, the parent really should pay for it (whether the law agrees or not). But, parents can't be held criminally responsible for everything their kid does. Sometimes we blink and the little morons do something get into stuff.

I thought KS was a no helmet state?????
How are parents supposed to be responsible for 16-18 yr olds with drivers licenses to wear one? Are they going to pass a law that if they aren't wearing seatbelts in a car the parents are responsible too???????
