The Justice Department says that, when it comes to sexual misconduct among prison staff, 58 percent of the offenders are female. Some experts say this isn't the whole story, though. The way the law works, if a guard has sex with any prisoner, the guards are the ones at fault -- even if it's consensual or the inmate seduced them. They blame a "code of silence" that prevents female guards from telling supervisors before things get to that stage.
Of course, another prison expert notes that female guards usually get punished less severely for these kinds of incidents ...

Gosh, how unfair to hold guards to the same standard as the rest of the world. They are in positions of authority, just like the cop on the street, the clergyman, the employer, the doctor, the president, the senator, etc.

What sets humans apart from animals is our ability to control our instinctive urges using our reasoning skills.
In many cases, the only difference between guards and prisoners is that guards have not yet been caught in a crime. This is not true, of course, of all guards. There are many good, upstanding guards with high morale values.
The job itself, however, has a tendency to attract those wishing to legally exercise power and control over those that must submit.
I salute those that tackle this difficult job with high morale standards at all times. For those guards that take the wide-most frequently traveled path and treat prisoners as subhuman: May God have mercy on your souls.

And the world was so shocked by how America treated prisoners in Iraqi jails. But Americans weren't shocked. It's just business as usual, whether it's guards having sex, guards letting others rape for control, or guards ignoring/encouraging rape. People joke all the time about the problem, but they apparently they feel the need to act concerned every now and them ... for reasons that really unclear.
