Should Chicago 'call in the troops'?

Two Illinois legislators want the National Guard to help Chicago police help stop violence in the city, which sounds laughable -- until you learn the Windy City saw seven people killed and 18 wounded in one night last week, the AP reports. The Chicago police chief politely declined, saying he doesn't know what the troops would do. Most of the city's recent outbreak of violence has been confined to a few neighborhoods.
