Police ID homicide victim from 4300 block of Forest

Richard Franks Jr., 41, was killed last night, KCPD says. Here's their recap of the incident:

Officers were called Monday night at 838 pm to the 4300 block of Forest to investigate several calls about shots being fired. As the officers approached the area they observed several muzzle flashes from gun fire near 2 houses on the east side of the street in the 4300 block of Forest. The officers found a white vehicle with a male inside. The male was shot and was pronounced dead at the scene. 

Several guns were also found inside the vehicle. Officers also found 2 other males who were inside the car with the dead man. While the officers were investigating the scene, residents of a third house on the west side of the street became confrontational with the officers. Believing the area was potentially unsafe for investigators to conduct an appropriate investigation, tactical officers were called in to remove the occupants of the 3 homes so investigators could process the homicide scene.

Several people were taken into custody and as of midnight detectives were preparing to move in and process the scene.  At this time it is not known if or how the occupants of the 3 houses were involved in the shooting calls or the homicide. The men in the car were being questioned about the shooting and the homicide.
