"Targeted killings" are cases where a government kills a suspected terrorist or insurgent, usually by means of a remote-controlled drone. The United States, Israel and Russia have all reportedly used targeted killings, the AP reports. Now an investigator with the United Nations is urging countries to set ground rules and "prove they have attempted to capture or incapacitate suspects without killing them."
