A Florida inmate is suing the men who placed him under citizens arrest after the guy stole a bicycle in 2007, alleging they were too rough, the St. Pete Times reports. He would like $500,000, please, for "permanent disabilities and psychological disorders which the Plaintiff continues to suffer."
