Sharpening an ax outside your enemy's workplace? That's free speech!

In Madison, a man was taken into custody because he was allegedly sharpening an ax outside a government building and complaining that someone inside had caused him to lose his job. He reportedly told police that his ax was an exercise in free speech. From the Capital Times:

"It was thought his intent (having the axe) was for the purposes of others being intimidated, due to his personal issues," Payne said.
