A Missouri legislator has proposed a ban on tobacco use at the state's prisons and correctional facilities, the AP reports. The hope is that it will lead to lower health-care costs for inmates, though the ban would also apply to prison staff. If it passes, the ban could be phased in over years so people would have time to wean themselves off tobacoo.
