Should convicts be eligible for organ transplants?

In New York, a convicted rapist has taken himself off the list for a heart transplant, Fox 23 reports. Some legislators are upset that he was ever on the list in the first place, and they're not happy that taxpayers would have footed the bill for the procedure. The man's sister, though, says he's innocent and still deserves some consideration.
