Los Angeles to shut down red-light cameras

Los Angeles is shutting down its system of red-light cameras because they're losing about $1.5 million annually on the program, the Associated Press reports. One big reason why they've had problems: There aren't any negative consequences for refusing to pay tickets issued because of these cameras.
