Suspect in old KC rape can't be charged because of loophole

Kansas City police recently learned the identity of a man they believe raped a 54-year-old high school guidance counselor in 1997.

Despite the DNA hit, which links a professional cage fighter in Colorado to the unsolved crime, Jackson County prosecutors can’t file charges because of a legal loophole.
