Police in Bellingham, Wash., are investigating after a man apparently used a homemade guillotine to slice off his own arm at a homeless camp last week. The man made his way to a nearby dialysis clinic to call for help.
I've read about homeless camps that have just about everything ... but this is the first with its own guillotine.
