KC judge cleared by commission over residency accusations

Not only did the city’s Municipal Judicial Nominating Commission find no credible evidence against Municipal Judge Elena Franco, the commission also slammed the city for ...

invading Franco’s privacy and said it felt the investigation was “characterized by secret, harsh and arbitrary procedures."

The city hired private eyes to work on the investigation and had Franco under 24-hour camera surveillance for a time.
