Juvenile sex offenders' pasts might go public

A Chicago Tribune story features Tim, a 19-year-old who sexually assaulted an 8-year-old as a juvenile. It talks about his abused past and how he hopes to change in the future.

According to the story, most juvenile sex offenders who receive counseling do not repeat crimes. As the law is set now, only local law enforcement need to know his sex crimes history.

A federal law in July 2010, however, could compel states to reveal the identities of many young sex offenders on a Web site for at least 25 years.
