New on the tube

Michael Richards Show Airs: 7 p.m., NBC (Channel 41) Stars: Richards, William Devane, Bill Cobbs, Tim Meadows and Amy Farrington. In brief: Kramer returns as a klutzy detective, a la Leslie Nielsen. But is it any good? Richards, with his rubbery features and facial tics, can still be a laugh riot even without the "Seinfeld" gang nearby. But the rest of this sitcom is a disaster area of jokes no sane person could've thought were funny, delivered by overly eccentric characters that only a complete cynic could believe audiences would like. Is it a survivor? Whatever small reprieve this show earns is due to the reputation of Richards.
