Child-support laws

There is an additional flaw in the “Some will pay, despite DNA” come-hell–or-high-water approach to child support (12/31, Local, “Advocates push for law allowing men wrongly declared as fathers to prove the mistake”), and that is the custodial parent, the recipient of the money, has no legal responsibility to the non-custodial parent or the court to show “proper” use of the money.
Look at the effort the judicial system takes to get the money from the non-custodial parent, but there is no requirement or legal audit to show that the money is spent for the child’s benefit. The system needs to include an accountability of the money paid. This myopic approach to the child support needs to be fixed.

John advocates of what you bring up have foguht for change in this arena for decades, all in vain. In fact, thanks to legislation such as the Bradley Amendment, unless a President or the Supreme Court repeals that piece in the legislation, on a federal level we are doomed.
I have ALWSY asked why seperated fathers are not allow to do what married fathers do, PROVIDE the chidlren's SHARE.
The courts do not take in to consideration, the EITC and Child Tax Care Credit most single mothers receive, they also do not give any tax break to fathers.
Too many government jobs and revenue troughs depend on the curent defunct system.
They brag about "collection" numbers which is really not saying much considering the arbitrary nature of "support orders".
A prime example would be my case. My ex-wife had 2 children, while I we were seperated. I asked for DNA testing but she moved out of state when she was served. The court did nothing, claimed since she was unable to appear, they had to dismiss it.
She stayed away for several years. However I was still forced to pay support, which I did. In fact I overpaid and they sent me back the money I overpaid. Now all of a sudden all that money "doesn't count" becuase some knucklehead in Jeff City says so. I have documentation from 2 Directors of Social Services over the years showing where they did an audit and found a 5 figure error on there part. You think that matters? Nope. They still refuse to make the proper adjustments. If you call the DCSE local offices you get a Customer Service line. WTF? Customer Service? So now we are customers? The bottomline is that the govt makes a lot of money selling the "deadbeat dad" story. Are there some guys out there that are simply terrible fathers? Yes. But money does not replace parenting. I also find it funny how several hunderd dollars a month is the difference between poverty and middle class.
To answer the question why they have not fixed the system to be fair adn in the best interests of families? Because there is no money in it.
