Henry Stoever has not done his homework regarding the guest worker program in Europe. After WWII, several countries - especially Germany - had a serious labor shortage. They developed the Gastarbeiter (guest worker program) and INVITED those from several countries to come to Germany to work for a few years and then return. The problem with the guest worker program is that they did not return home after a few years but brought over their families and eventually became citizens of the country.
Currently, Germany does not have the guest worker program in place as it was originally intended in the 50s and 60s.
In conclusion, the guest worker program has:
1) difficulty in getting those who came to the country to leave after a couple of years
2) THEY ARE INVITED.
To my knowledge, no one (in general) who came to Germany illegally became a guest worker - only those who were invited.
