Ethics, please

When I read the article in The Kansas City Star about the ethical questions at EPA (7/8, “Couple’s EPA link provokes questions; Husband is an administrator while his wife defends groups that his agency sues. EPA sees no problem”) I wondered why this top job doesn’t deserve a full time employee.

To recuse oneself from 10 to 15 matters at any one time seems to me to make the job part time. EPA is a large organization, so there has to be a job where Bill Rice, who leads the EPA’s Region 7, headquartered in Kansas City, Kan. and overseeing St. Louis, could devote his full efforts to all of his responsibilities.
