Why are these officers still on police force?

After reading “Wyandotte settles suit” (11/15, Local), I was stunned.

In 2005, five police officers, four of whom remain on duty, went to investigate a disturbance call. When no disturbance was found, they went looking for a party to bust and eventually found one more than a block away. After entering they beat (with flashlights) and pepper sprayed the family and teenage guests of a home hosting an alcohol- and drug-free birthday party for an 18-year-old. The lawsuit was settled to the tune of $499,000.

The article says the settlement comes at a “difficult time for the Unified Government and police” because of a pay freeze that prevented the layoff of 16 police officers. With all this difficulty, I have an easy question for officials: Why are there not four new job openings on the force?
