I have an idea: Instead of giving companies tax breaks with hopes that they will hire people, why not require them to hire people before the tax cuts kick in?

This is exactly how it would work. In order to qualify for tax cut, you'd have to show when you file corporate taxes or if you're filing as proprietor that you have hired people. Taxes cannot be cut for you without you proving you have hired people. So, private entrepreneurship and risk will still have to kick in. Hiring (by a savvy business person is not going to occur) until there is a demand for the widgets they produce. Catch 22. Big Government wins with their "government interference" in private economy to stimulate private hiring.

Well Mark...here's why so many think that way....taxes are already among the lowest levels in history and companies aren't hiring. Independent "job creators" aren't hiring either. Or they are hiring in foreign countries. Scary that so many feel that tax cuts are the cure all for all that ails us.
